The network of the diplomats for culture and education
Diplomats specialised in education and culture promote Hungarian culture and education in countries where no such institutional representation is ensured.
Diplomats specialised in the field have the following tasks:
• to create partnership between cultural actors of Hungary and those of the recipient country as well as to carry out joint projects
• to transmit Hungary’s cultural values in the recipient country and those of the recipient country in Hungary
• to contribute to an increase in foreign students wishing to study in Hungary and in the number of joint research projects in higher education
• to build relationships between educational and research institutes in Hungary and the recipient country, to support student and teacher exchange
Diplomats specialised in education and culture operate at embassies and consulates, in diplomatic status, within the administrative framework of the Ministry of Foreign Affairs. Professional guidance and the resources required for their activities are provided by the Ministry of Public Administration and Justice, in cooperation with the minsitry responsible for education and culture, via the Balassi Institute. Their general diplomatic endeavours are overseen by the Ministry of Foreign Affairs.
The first attachés specialised in education and culture started to operate in 2007, in the cities of Beijing, Tel-Aviv, Belgrade and Zagreb. The network expanded in 2008 to Madrid and Abu Dhabi.
The necessary legal background for the operation of diplomats specialised in education and culture is established by the Minister of Foreign Affairs, the Minister of Public Administration and Justice and the Minister of Human Resources (10/2011. (IV. 8.) KüM–KIM–NEFMI joint decree).
At present, diplomats operate at the following foreign representations:
